- Pakistan Mandates Soft Skills Certification for Employment Visa Holders Effective October 18, 2025

The Government of Pakistan has announced that starting October 18, 2025, all individuals who have obtained employment or job visas from any foreign country must complete a Soft Skills Certification before traveling. The decision aims to ensure that Pakistani nationals working overseas are better prepared for professional environments abroad. The certification process can be completed online through the official OEC Soft Skills Portal at softskills.oec.gov.pk
, and it will be required during protector processing.
Soft skills such as communication, teamwork, adaptability, and cultural awareness are essential for success in international workplaces. Recognizing this, the Government of Pakistan introduced this initiative to strengthen the personal and professional development of its overseas workforce. By mastering these skills, Pakistani workers will be able to collaborate more effectively, build stronger relationships, and enhance their productivity in diverse job environments abroad.
Individuals holding employment visas can visit softskills.oec.gov.pk to register for the certification program. The online platform offers structured modules covering various aspects of workplace communication, behavior, and global etiquette. Upon completing the course, participants will receive a digital certificate, which must be presented at the time of protector processing before departure. Without this certificate, travelers will not be able to proceed with the mandatory emigration clearance.
Protector processing is a compulsory requirement for all Pakistani citizens traveling abroad for employment. Conducted by the Protectorate of Emigrants Department, this process ensures that the traveler’s documentation, insurance, and employment contract are verified for safety and legal compliance. Starting October 18, 2025, the newly introduced Soft Skills Certification will become an essential part of this process, further ensuring that Pakistani nationals are well-prepared, protected, and professionally equipped for their journey abroad.
